How revenues are determined on Parking Companies?

Hello everyone.

I'm just wondering how this is all done. I would appreciate expert to post their experience on this. Doesn't it should work like Adsense or else where you just get paid for a click once they know your are not asking/forcing people to click. Why there is revenue adjustment and chargebacks when your traffic is 100% natural.
