pr is a function of how many sites link to a site and how many other sites link to each of those sites. The toolbar pr is not real time but a dated snap shot of a pr value which can be several months out of date.
On change of ownership of a site Google can also zero pr.
It may be better to base a valuation on a the domain itself (i.e. as a multiple of future potential revenue) or the existing website's actual revenue.

Nobody can give you a good estimation because the most important info is left out, the domain. It might be faked PR. It might be temporary PR. Need to see what kind of links in that site has that would give it an 8. If somebody had a real PR 8 site, good links in, good content, it would be much money. If somebody is selling it for a low amount, they're looking for a sucker, somethings wrong with it.
