1. It all starts with buying a decent name.
2. List the name for sale.
3. Promote the sale.
4. If your name doesn't sell, carefully re-read step number 1.
5. Repeat.

There are three situations I can think of.

1) A domain which sells itself, short, dictionary, etc..
2) A decent domain which needs marketing
3) A domain which is difficult to sell

I am assuming you are asking about #2 and #3.

For #1 This is an investment domain, price goes up and down, so it depends on your needs and investment strategy.
For #2 I would recommend hiring a broker to make calls / send email to potential buyers.
For #3 I would say list the domain and wait for an offer, sell and move on.

Buy good domain names, search for potential end-users before buying the domain.

Use Google, ZFbot.com and Namedroppers.com to find potential end-users.

Use Whois and the potential buyer's current website to get contact information. Send emails one by one and if you have the right names, you'll get some interest, at least a "how much" reply. Price them right and you'll land a sale.

I buy, set inquiry while parking and then wait for the offers. Sometimes for past clients I will register a domain with them in mid to sell it to.

Buy a bunch of quality .com domains
Stay busy with my website work so I forget about half of the domains I own
Freak out when sorting them since I forgot about most that hey these are pretty good and now everything is aged 5-20 years old
Wait for offers and keep saying no until I can turn x-xx into x,xxx-xx,xxx
Rinse and repeat
Don't make a ton of sales but ROI kinda insane

#1 buy some domains
#2 ask on some forums about sales techniques
#3 realize nobody is going to tell you their successful ways to sell their domain names
