A transfer by definition is a transfer out from one to another.

Yes. All transfers cost about one year renewal because the one year is added to the registration.

Well, until danzl defines his situation then it could go either way right ? :) He stated "tranfer DOMAIN OWNERSHIP"...if it stays at the same registrar then no there would be no fees.

If it stays at the same registrar it's a push, a transfer as DomainBuyerBroker states will cost the one year renewal fee.
