No you need not give the password or username. Just give the order to someone who does this, and he will make the site for you, and will then send you the site contents and the webpages. then you yourself will upload the site using that username and password. But if you need further help, and want the maker to upload the site for you, then only, you will have to give him the username and password.

For payment, you will ask him if he takes online bank transfer, or cheque, or has some account in Alertpay, moneybookers, or paypal etc. Then you will decide.

You should pay them when the project is finished.
they'll understand that.

and It's your choice if you want to give out your account details.
But I would recommend that you should just tell them to ZIP the files and you'll be the one who'll upload it.

Only pay after the site you want to build is already done. Actually you need to give them your hosting account so that they can upload the site in your host. Or if you want to do the installation of the site. You can tell them that send the files to you and you will upload it so that you are safe + you dont need to give them ur host details.

The best and effective way to do it in my opinion as a developer my self is to do a certain percentage upfront. IE. 20% Up front and 80% upon completion. This helps ensure that neither the developer or the buyer get screwed. I cannot tell you how many times I have developed products for customers and they changed their minds without notifying me, or paying me for my services. This can also help the customer as it can prove to the developer that you are serious and it can protect you from getting ripped from all of your money. 20% is reasonable in my experiences..

For payment methods, I suggest PayPal as they have buyer protection. Some developers need full access to the hosting account so they can ensure the site is set up properly. Most hosts allow you to create separate FTP accounts in which you can allow a third party to access the site to upload content. You can do the same for MySQL Databases if the developer needs to access. Upon his completion you can delete the created accounts. If you don't feel comfortable with this solution, you could notify your web host ahead of time and backup all your current content.

We require a down payment before we start any work, usually between 15% to 20% then on completion we get the rest. That's how we do it.

I agree that this is the best way...
Otherwise somebody can just NOT do it...
So when you see the design /with watermarks - don't depend/ then you can pay him...
Also don't give your passwords to anyone!

You need to break your project up into small clearly defined steps.
Pay after each step is satisfactorily completed.
Pay nothing up front.
Make sure that you understand how each step was designed so that
you or someone else can take over the project at any time.
Do not give away passwords, install the web pages yourself.
