Rackspace I know, have a datacenter in HK, but hey.. u said inexpensive.

Moreover I suppose you need to try and find local forum where local web hosting companies are discussed. I suppose there you will be able find something and even more them on the general and word wide forums like namepros or WHT are

If you are from HK and and you have no idea which web hosting company to chose I think that outside the country that will be much more difficult to do.
