I am currently with a host, who provides fantastico in cpanel, however when I tried to install FAQMasterFlex it wouldn't install properly, I contacted the host, and they have told me that
The PHP manual (http://www.php.net/manual/en/features.http-auth.php) that says HTTP Authentication hooks in PHP are unavailable when running the CGI version of PHP, on our system PHP is running as a cgi.

It will not work on our server.
It has nothing to do with Fantastico, there is a limitation of php running in CGI mode.
.

I guess I will use another program but I wanted to know is this fair that I have paid for programs service with fantastico that work and now they are telling me that programs won't, is this normal?

I am paying $25 a month for this service.

No, it is not fair.
If a host is using Fantastico as a selling point then they should at least have the ability to support Fantastico installs.

If the host is not able to solve the problems then they are not enough capable to handle potential customers, I would recommend you to move to other host.
