Hey guys...
I've got an offer of $2.4K on one of my domains (I would PM the name if wanted).
Along with some comments like:
"we are offering you a high amount and expect no counter offer and hesitation to transfer over this domain".
I've googled the phone number and it's of Homeland Security USA.
I've googled the name of the sender, and it is a person in Homeland Security USA.
I've googled the address they've sent me, and (you guessed) - it's Homeland Security USA.
I need to mention though that the I.P trace comes from Ontario, Canada.
Do you think it's legit?
I would really like to hear your opinions!

In fairness to the buyer, he never said that he was buying the domain in behalf of the United States government. Did he?

It will certainly be interesting to watch this story unfold:)

Right now my bet is this is either

1) a Homeland Security employee looking to use his employer as leverage to buy a domain for personal use

2) a scam

If is is 1) it might be worthwhile finding out why he wants the name so badly just to ensure you get a fair price.

To avoid 2) all you have to do is require the sale take place through Sedo.

If Homeland Security had wanted this website, e.g. to set up a sting, I think they would have contacted you under cover of being a private person. Why would they want to blow their cover and risk your showing the name to someone else?

However, I could be wrong :) Keep us posted.

interesting read and hope that it ends the "best way possible" for you...

but, while reading it, a few recent experiences of my own came to mind.

Last month a brand new member posted sold for a few domains of mine. Just to do some background checking while deciding on how best to finalize the deal with them, I did a whois on the domain they were using for email. Was brand new, no address,state etc, just a phone number. Well, thought that was odd so googled the # and.... was a customer service number for the city of San Jose. When I confronted him about it he said he wasn't claiming to BE from that organization, was just "borrowing" that number to: "cover my identity for public situation as I'm a domainder, please understand"....
Another odd one recently was an email on a Sunday from someone claiming that they recently purchased a website from me but had not received anything etc and were wondering what was up. They weren't sure which email they used for the transaction, but listed a phone number and an email that "might" have been used, which a google search revealed were for a business, but that I also found in a marketing contacts compilation via google.

So... goes without saying but anyone can pretend/claim to be anyone, if nothing else just to waste your time. Maybe seeing if you will reply and go from there, maybe a clear agenda. They could even send the email from a strangers email addy, they won't get the reply but if they are in it for kicks, or to potentially cause you trouble when you reply, then they really don't have to get the reply.... just putting the ball in motion.

I sure hope the offer is legit (if you are satisfied with it) but must say that, at least based on the single quote that you shared and not knowing the domain, it seems more than "odd" to me to be approached in this way from a dept like them for a couple reasons:

1) if it was a domain that they had targeted to take down/acquire/whatever, they could most likely do it without having to pay you a penny.

2) if they DID want to buy it for a project, then I imagine they would either do it "anonymously" through a broker and not expose their identity OR they would be very up front about who they are in a MUCH more transparent, polite and professional way, make their offer and leave it to you to gauge whether it was worth the time, hoops and bureaucratic hurdles to attempt to get a higher price approved or blow the sale.

As was mentioned before, based on what you shared the person that sent you the email did not directly CLAIM to be from that agency, but used contact info that is "connected" to it..... maybe it is someone hoping you won't bother calling the number, or would be intimidated if you did, or maybe it is someone that is just wanting to get a laugh and have you send a "reply" email to that email address and someone (if it goes through) gets it and wonders "what the HECK?!" since they never sent the original inquiry to begin with and are now getting spammed with a "negotiation" email for a domain they never even thought about, let alone inquired about lol.

But, hope the offer is legit and it ends well for you. Good luck! SP

Haaa, I read that thread, "Cuba Libre". Don't put anything to do with Cuba in the comments on Paypal ;) Lesson learned for me.

You've already contacted the FBI. Someone else said to call the CIA and State Department. If that doesn't work I'd get NASA on this. I'll bet they have a telescope that can get you a clear shot of this guy's face.

Canada is NOT associated with the DHS in the USA PERIOD! Its NOT a Canadian gov organization !

Its a bogus attempt to suck you in & pressure you to sell at a low price using the dhs bs as a ruse!

As this so called buyer why they need it? Do u seriously think that the dhs is going to make offers on domains?? Haha

PS If the dhs wants your domain they would TAKE IT & not negotiate with u for $2500 bucks!. Man u people r pretty naive to even consider this as real!

Get a grip & stop reading about domains & look at the REAL world sheeple! this is a con all the way !

That is assuming the OP knows how to look up an IP address.
There could be reasons why the other party is not sending from his office.
Could be a DHS employee on holiday.

Canada is NOT associated with the DHS in the USA PERIOD! Its NOT a Canadian gov organization !
If the person is able to reply to E-mail sent to his .gov address, that probably means he actually works at DHS. Or he hacked their mailserver.

so are you saying that you use false whois information on your domains although that is a way to lose them? Or you pay for privacy and hope that nobody except the registrars sees the "truth" of your identity?

I use privacy with some. With others, I register with my perfectly legal business name which I have owned since 1998.
