This isnt a PHP error, you havent set the correct permissions for the files:

Please chmod 777 :
the config_write.php from includes folder 
the temp folder 
the userimages from FCKeditor folder

Connect via FTP, then CHMOD /config_write.php, /temp/ and /userimages/ to 777

you can also change the permissions in the cPanel file manager if u are using cPanel.

SQL database is not connected.

Try checking the database connection. Most probably it will be something like config.php or inc.php In your case it shows that it is mysql.php
