you mean forum script ?

you don't need to pay, you can download a free forum phpBB script at http://www.phpbb.com/

then just upload all the files using ftp to the server and setup a forum.

yes phpbb is good, but buy one from vbulletin.com, namepros using vbulletin

Namepros is vbulletin script with many custom modifications. It will not be easy to duplicate a site like this unless you really know what you are doing...

VBulletin is the best in my opinion...

it depends, if you are just gonna build a small mini forum, then perhaps you can save money with open source.

but if your forum is gonna be BIG like namepros, then use vbulletin.

Its also depends on whether you can pay or not if you can spend little money go for vbulletin, worth the price if not i think SMF is the best option.

I think you can make a forum on it with the help of phpBB, SMF or MyBB

But if you would like an advice then I think you should make it into an informational site for parking programs. This can be easily done with help of Wordpress script for blogging which is also free. Plus there are thousands of readymade wordpress themes to use for free.

First of all get the copy of wordpress from here: http://www.wordpress.org
Then get some plugins from here: http://www.namepros.com/free-resources/293962-wordpress-plugins.html
After that look for some great themes at here: http://www.namepros.com/free-resources/283855-wordpress-templates.html?highlight=wordpress

Also make sure you have the SEO friendly URL's thing activated.

If not, try out MyBB, you can't go wrong with it..
