Lets say I own a domain called "ChocolateSweets.Com"which as far as I know is not a trademark anywhere because I checked and googled it.

However, a store locally has just opened at a mall a few weeks ago called Chocolate Sweets. It is not a franchise. I cannot find any others . They have no website. But they do take orders for chocolate products through the phone.

Now, how would I approach them and try to sell my domain to them without seeming like an extortionist? Could someone just list what steps they would do? What to say and not say. It sure would help.

I'm sure they're far from the only company out there named "chocolate sweets". The two words fit together like peas in a pod.

Give them a call and ask to speak with owner, explaining you have a targeted B2B offer.

State that you're looking to liquidate the domain and have several potential buyers in mind, but you decided to approach them first because you'd like to help support your local community. If they're a small chocolate store in a mall, you'll need to cap your asking price at $200-$300, tops. You're not extorting money from them; you're matching a business with a semi-generic domain that they could one day use as an online distribution platform for their candies. Explain that since there's little competition on Google for the term "chocolate sweets", the small store would likely show up as #1 on Google for therm if they established a website at ChocolateSweets.com.

In other words, don't just present a domain and an offer. Tell a narrative. Use similar sales (NameBio.com) and listings (BuyDomains.com) to help substantiate your asking price.

BuyDomains.com does exactly this sort of marketing all the time, and they earn over $600,000 per week from the resulting sales.
