Have you got any experience applying for dedicated IP address? Did you provide any solid argumentation for your host? Any documents?

When you'd like a dedicated IP. All you need to do is pay (if the host charges) and they assign it to one of your domains.

I, or any of my customers, have ever had to provide documents or any justification other than which domain it gets assigned to.

You're required documentation? I got a dedicated IP at HostMonster because I needed to use it with my SSL certificate. I told them I needed it, they charged me $35 / year, and they gave me one. No paperwork/argument.

Some host will make you fill out documentation work for IP's so they know what you intend to use the IP for, and some don't.

It varies from host to host.

ARIN rules require that IP use is justified. SSL is a valid reason for use, but other purposes may not comply with these rules.

Generally speaking it seems there is no documentation needed for a dedicated IP. But there may be exceptions. Most of the clients buy a dedicated IP for installing SSL.

I believe that you do not need provide any additional information for the dedicated IP.

You know some companies provides dedicated IPs in their additional features, say apthost.com offers them for $2 per month.
That's cheap indeed.

Most webhosts that offer shared hosting environment provide a dedicated IP address at $2 or $3 per month. You don't need to present a document when you request for a dedicated IP address. Just pay for it.

It all depends on the host really. If you can justify needing the IP, the host will most likely charge a little extra for one or give you access to one for free. Dedicated server providers would most likely offer additional ones for free with justification.

I suppose that all depends on your needs. If you need that - you ask for that if you do not need that - you do not ask for that.

I think it is very easy to apply. I got a dedicated IP at Bluehost. I just applied at my account, and after i paid for it, i get the dedicated IP.

Any GOOD web host includes at least 1 dedicated IP address in your monthly fee. Unless you go with cheapo bulk web hosts who like to charge your $4 extra / month to have a static/dedicated IP. Suddenly your cheapo bulk web host is no longer cheap and you're paying about the same as you would for an honest business class web host.

A good host should only be charging you around $1 or $2 a month for each additional IP address, or less. If you go with the big bulk hosts you pay the listed price. If you go with a business host you can probably deal and say I want 10 ip's for $x, can you do that?

Don't be fooled by low price advertising.
