Grace Period for all extentions?

Can all domain extentions be refunded during it's grace period?

I believe co.uk and .eu can't? Are there any others? Does it depend of the registrar?

I believe Nominet may grant refunds to registrars for .co.uk domains. But if the deletion rate of the registrar is high (> 20%) they will start asking questions and possibly revoke the privilege. Enom used to offer refunds for .co.uk but I think.
For .eu no refunds AFAIK.

Most ccTLDs do not allow you to refund.

I got refunded with .cn
