GoDaddy hide cancellation domain, my domain down

Godaddy hide cancellation domain, cancellation my names(resolved)

I know godaddy have a function which cancellation our domains.
as far as i can, i would avoid it.

today i want to pay transfer fee but can't pay due to can't add new paypal email.
therefore, i click into "my payment infomation" want to delete a few records. https://mya.godaddy.com/payment/payment.aspx?ci=11264&sa=

i don't notice where have cancellation functions.
i thought cancellation functions is at "domain managed"
i never thought "my payment information" section have cancellation functions as well.
