Godaddy Auction Tax (W-9 tax, VAT ...)

Hello,

In 2014, I see there has a change at godaddy auction
Before, godaddy didn't ask about tax info of auction member
But now they ask us to fill the tax info

I have some queries

1) Is tax only for US customer or for all customers ?

2) Who must pay tax ? The buyer or seller ?

3) The auction commission is 10%
If we must pay tax, the fee will > 10% . What is the real amount ?

I see it's similar "hidden fee" in this case
