Are you new to Earth?
Do you just not know that low prices are often used by crappy companies, to reel in clueless people?
Did you even search for reviews on this registrar before you took up their offer? This site has several threads about people complaining about this registrar.

Next time, don't be a fool and take the bait from iffy people and outright crooks.

You cannot transfer a domain that has expired.
A domain transfer is only possible when the domain is active.
Once the domain expires, it is locked at the registrar.
After expiration, the domain usually enters a grace period (about 30–33 days).
During this time, you can renew it only at the current registrar.
But you can't transfer it to another registrar.
Even in the grace period, it is still considered inactive for transfers.

Really?

Why didn't you take a "closer look" already, when the customer raised their complaint with you?
Why does it often take customers to come on this forum before you are willing to actually take action?

You are a despicable "company" and this forum is littered with complaints about your shoddy 2-bit operation.

How long has the domain been expired? Is it still in the grace period?

You can transfer an expired domain name.

Registrars are prohibited from rejecting a transfer solely because the domain has expired.

You can transfer an expired domain name.

It depends on what you mean by "can".

Do the rules say you should be able to do so? Yes.

But, so what? What are you going to do if the registrar doesn't let it go? Complain to ICANN? If you submit a compliance complaint to ICANN it will go into the queue there for review. If ICANN then sends an inquiry to the registrar, the registrar will have a month to respond. The registrar will send an explanation to ICANN, and ICANN will close the case. Even if ICANN doesn't like the explanation, the registrar will be given another month to explain, and the explanation can be "oops we made a mistake, sorry."

The outcome of an ICANN compliance complaint is never going to be "I'll get my domain name back." ICANN can't actually make that happen anyway.

So, sure, there is a rule that says you should be able to transfer an expired domain name. As a matter of simple reality, there is no way to enforce that rule.

In a lot of places, suicide is illegal. You know how many people go to jail for successfully committing suicide? Zero. Guess why.

The ICANN compliance process takes longer than it will for your domain name to expire.

That said, it amazes me that there are people who are so cheap that they try to squeeze in as much time as possible before going to the next discount transfer offer somewhere. It reminds me of all of the people here who lost domain names when Epik changed from 31 days to 30 days for post-expiration renewals, or something like that. If you are pushing the limits, bad things are going to happen once in a while.

Seriously, how much are you trying to save here?

This question has sparked my interest. I have used several registrar platforms, and I’ve noticed that some allow expired domains to be transferred while others do not. Since I needed to renew the domains anyway, I didn’t pay much attention to this difference at the time.

I also tried reviewing ICANN’s agreements, but I couldn’t seem to find any provision that explicitly requires registrars not to restrict expired domains from obtaining an authorization code and transferring out.

Could anyone help clarify this issue?

That's because we typically provide the AUTH code when users reach in via a support ticket, as is the user's rights; it's only blocked out on the dashboard because the domain's expired. We just wanted to make sure we didn't get our wires crossed.

It's in the Transfer Policy, section 3.9:

https://www.icann.org/en/contracted-parties/accredited-registrars/transfer-policy-01-06-2016-en

3.9 Instances when the requested change of Registrar may not be denied include, but are not limited to:

3.9.1 Nonpayment for a pending or future registration period.

3.9.2 No response from the Registered Name Holder or Administrative Contact.

3.9.3 Domain name in Registrar Lock Status, unless the Registered Name Holder is provided with the reasonable opportunity and ability to unlock the domain name prior to the Transfer Request.

3.9.4 Domain name registration period time constraints, other than during the first 60 days of initial registration, during the first 60 days after a registrar transfer, or during the 60-day lock following a Change of Registrant pursuant to Section II.C.2.

3.9.5 General payment defaults between Registrar and business partners / affiliates in cases where the Registered Name Holder for the domain in question has paid for the registration.

But, as a practical matter, the rule is unenforceable. The name will reach registry deletion before the first response period of the ICANN compliance cycle.
