Getting the right ballance of keywords, links and text.

I am about to publish a few websites... is there any guidelines on how many key words to put in meta tags, title and page?
The amount of words to use in keyword phrases?
The number of outbound links compared to the amount of text on the page?

Any help now would be appreciated so I can get pages right the first time.
