It's perfectly safe, I've used it, saw nice increase in overall performance.

Add-on's etc for FF do not have to be listed at mozilla, nor do they need to be listed to be trusted It's the author's choice if they publish it or not.

I'm aware that one doesnt have to publish it at mozilla, but why wouldn't one want to put there? it gives the add-on lot more publicity anyway.. umm.. may be the author wanted it to be exclusive on the website..
