domain General question about expired domains with PR

Hi. I want to ask if it's true that PR and link quality is dropped after change of owner?
I need to know if PR# and PR4 sites (real PR, not fake) have value when they expire and I buy them.

For example
PR3 navphp.net

If they got value, can You appraise some very bad .com domain with PR3 and PR4?

whether pr changes or not has nothing to do with change in ownership. pr is based on links, and as long as they stay the same (and g doesn't punish your domain), then the pr will be the same too.

most of the expired domains with pr have fake pr though so be sure to check their validity. otherwise i'd say a very bad pr3 is ~$15-25 and very bad pr4 ~$25-45.

Yeah I've bought some sh!t domains lately but now I have proper tools
