I've only really seen this at Porkbun. They describe it as:

When a domain is redacted, we'll send the domain's registry your personal data, whereas when WHOIS Privacy is turned on, we won't send that personal data to the registry.

I would love to hear opinions on what people prefer. My gut reaction is that I'd always want redacted privacy since I want to be listed as the domain registrant with the registry.

Has anyone ever heard of situations where it makes a difference, like disputes or failed transfers?

What they don't say clearly in that quote is that,
yes, they won't send your data to the registry but that means that the data that will be on the domain will *not* be yours, as in, if the registrar decides -for whatever reason- that the domain is not yours, afaik, you can't do anything about it.

As for me, I always prefer privacy that is provided by gdpr (ie. redacted) over full privacy unless I trust the registrar 100%.
