I don't own the site or know anything about the owner other than the info presented on the site. I just happened upon the site in my travels.

Absolutely -- be aware and don't rely on this for 100% legal compliance. It is a great, easy starting point that can give you more protection than not having it at all... but there is no ONE document that will suit ALL sites. And naturally, the "disclaimer to the disclaimer" has to be there to cover the site owner's butt. They are providing a free resource and the last thing they need is to have it backlash on them.
