Would you be interested in making a custom skin for me? It would be for a city and I have a friend who allows me to use his pictures, so you could use them. You would just have to add some little things in the skin and make it look pretty good. In exchange I would put that you designed the site for me at the bottom of every page.

We usually charge like $15 per modifications since quick signup is small modifications so i would do the both modifications for $25.

Oh and a image hosting script like Photobucket.com's, but that also integrates into a vBulletin forum (external, but uses same database as forums for member information)?
