Fixture needed. $20

Hi, i need to code a simple script that maybe already exist or can be done
the truth is that i dont have much money to pay the code, maybe some 20$
or some domain.

I need to code a fixture that will be placed in my web so my friends from job can bet into the world cup 2006 of germany
the idea is quiet simple:

There will be listed all different days of the world cup (all days during the world cup that has games on it)
When click on each day will be displayed the games for each day and the chance to bet for the "local" win, tied game or "visitor" win
also, they will have a wildcard that can be assigned to any of the games to doble the points won in that game.

Points will be assigned this way:
for example we have 20 users registered.
10 of them bet for the victory of the local team
3 bet for a tied game
and 7 bet for the visitor victory.

If the local team wins, those that bet in that option will win 10 points (that are the sum of the 7+3 votes made by the other users in the other chances)
if the games finish tied, those that bet in that option will win 17 poinst (that are the sum of the 10+7 votes made by the other users in the other chances) and so on...

Then will be displayed a chart with the point won by each user in that day and also another chart with the summarised votes up to that date (adding also the results of the previous days)

Well, i think that its not a difficult script.
Its more to explain that code it! hehehehe
