Suspicious PRs are marked with an asterisk.

As for fully validating a PR, you should always check directly in google to see if the site shows up for itself in search.

Validating this volume of sites automatically is impossible. Google isn't fond of too many automated queries. I have hell just checking PRs without validating them.

Also, all the PageRanks list for deleted domains were checked before they dropped. They do not automatically have PR when you register them. And previous PR is not an indicator of what PR will be once the site is indexed and added to the PR servers.
