In my answer, I will give you an unbiased overview of all ICANN accredited registrars. Most of them will give you the possibility to search for and register your favorite .com domain. The ICANN overview also provides links to the registrar websites.

If you like, you can narrow down the list by selecting your country in the pulldown menu, and see what registrars are present in your country. But you don't necessarily have to use a registrar in your country.

For another overview/discussion/poll, you can read threads like these on namePros (there's always some bias in these polls). I would advise you to try some of these registrars yourself and get acquainted with the process of registering .com domains.

The list that Future Sensors posted above is the official list of ICANN approved gTLD registrars. If a business selling domain names is not on that list then it is not a registrar but it is a reseller of a registrar. Resellers might often call themselves registrars but they are not.
