Do you usually see higher sales rates and prices for packages domains?

Say you've got the

.net
.us
.org

of a particular keyword generic. If you own this package but don't have the .com would this still be a decent domain sale?

Probably not. Who wants the .net/.org/.us without owning the .com? I don't see a package like that earning a premium except from maybe the .com owner.

For a generic name, it would still be worth a pretty penny.

For a brandable...not much hope without the .com.

You always have the opportunity to sell to the .com owner, provided it's generic or they haven't established a TM. I did this in one case, where I actually owned the .org and contacted the .com owner to inquire about purchasing it from him. He came back and made me an offer on the .org. This is very rare though indeed, even if you happen to own .net .org etc...

If you have the dot-com, I think adding the others is just another selling point and may get you a very small percentage more. There is a convenience to knowing you can get the other TLD's from one seller.

As for other TLD's, I think they can add a fair amount to a package deal and give the buyer more chances to succeed against the .com holder. in relation to each other each domain is more equal and probably brings a higher percentage add-on that if it were the dot-com.
