Flipping makes sense when there is no obvious, cheap and east development for it.

Otherwise, develop it whilst it remains unsold.

I feel developing domain name is much better than reselling is because nowadays there is pretty healthy competition in reselling domain. Whereas you can develop your site and put something creative on your site and earn handsome money.

To make a high profit these days both reselling and developing domains requires patience.

The days of registering a domain and resell it a week later for a high profit are long gone. In the current resale marked you need some investment capital and be prepared to keep the domain for several years before an end-user comes around or the resale price significantly increases.

Development requires less capital but lot of time and it takes time to build up a user base.

As a person who's been buying and selling sites for years and is new to the domain name game, I'd say go with domain reselling. You will make the same amount of profit with less effort. Sites are a big hassle to create, develop and to move to new servers. And most of the time, people will bid so low on your sites that you will barely just get back what you paid for it. Better yet, try a bit of both and see what works best for you.

The learning curve for developing is much worse than domaining. Most new developers could be making more money flipping burgers at McDonalds. But if you want to compare a developer and a domainer after five years each, I'm taking the developer 100% of the time.
