I heard Paypal policy is updated to include non-intangible items for buyer protection?

I have sent a payment to a guy for immediate transfer of domain here on NP. the guy is coming online but not-responding to my messages. I have checked the whois of the domain and it may not belong to him. I am preparing to file a dispute with paypal. Need to make it foolproof.

Any advice will be appreciated.

It's my understanding that domain names are specifically excluded from the intangable goods that have been protected purchases since July 1st, @sam roy. Sorry I don't have any link.

I've looked all over and can't find anywhere that a domain would not be considered an intangible within PayPal's new rules.

They call it buyer protection but if they cannot get the money back from the seller for whatever reason then you will have to find another way to get your money. Paypal has favored on my side before and when they couldn't get the money from the scammer, for whatever reason (mine being insufficient funds on their side), then they will tell you how they sided with you but that they were only able to get "0.00" of the $419. I try my best not to use paypal unless I really have to. And yeah I did lose like half a grand using paypal.

He was using 'fluffy domains' and is now banned after I reported him
His tactics is to offer LLLL and LLL coms at less than market price and lure potential victims. Morever the guy does not own the domains he post here for sales.

Notice I said, immediate payment.. As investors sometimes we need immediate cash from a sale to make other purchases, as we can have thousands of dollars tied up at any given time...

Slightly relevant to the paypal question, not so much domains, I sold a 1 year xbox live code on ebay since I had an extra and got a PS4, didn't scratch code off until I was sending it as a message to the guy on ebay who bought it and then he complained to ebay that the code was already used after he had used it and then ebay took the money back out of my paypal account and refunded him, I was just out the digital product and the money from the ebay sale. Paypal said because I didn't ship a physical product, it was impossible to tell if the code had really been new when I sent it digitally to him.

Sorry to say but buyers protection doesn't cover domains unless they make an exception.

Forums have been easy target for scammers for carrying out their scams/frauds. It is high time Namepros do something to curb it.

I have a suggestion. The rules may be modified to make it compulsory to verify the domain ownership for new members before/while they list domains for sale. May be they asked to put screenshot of domain in their listing thread or may be they asked to point their domain to specific name servers. Other options are there. Since it is a tough task to do so the moderators may randomly check listings of new members. I believe this will curb scamming of members and Namepros will be much better place.

The way a stolen domain recently listed (PSN.com) recently for sale. Had the seller managed to sell it here on NP, it could have created a huge uproar. So, some measures are required.

I am suggesting this not because I have lost some money (insignificant), it is just that I love the forum and care for serious domaining members.

@Eric Lyon may consider my suggestion. The way you guys word hard I am sure you must have something in mind to check the menace.

NamePros should diversify themselves into an escrow service, charging the lowest fee in the market @ 1%.

Today Paypal replied back and awarded the case in favour of me. Thank you all for support. My special thanks to @Domainaffix for providing his own case id; @Nazz for giving all the details about that scammer Christopher Dissolve: @jamaltq for giving me advices how to proceed with this particular dispute.

That is sad! But when this was? I have to made payment from Credit Cards through paypal. But I am scared to do a chargeback. Just wanna file a dispute. I hope the new policy of paypal might help.

Why are you scared to do do a chargeback? Its your right as a cardholder.

Chargeback will be against Paypal. There is risk that Paypal might suspend account if we do chargeback. So, I did not. I feel one should use it as a last resort.
