question Does server location have an effect on the website speed? Newbie

Is it true, if you have a server located in a data center that is closer to you (physically and logically closer), the latency of the connection will be less than if you place this server on the other side of the world?

Currently, I'm located in UAE. What are your suggestions? to host with famous IAAS providers (GCE, DO, and Vultr) or host my web application with AEserver or any local UAE provider?
