question Do you need an "Independent Certification of Compliance" to sell internationally?

Hi all,
I've just received this email. It obviously seems very fake, especially coming from an email that my email flagged - but before I delete it I want to double check that noone else has received/completed similar sales with a certification like this.
The offer price is much higher than a reasonable valuation.

It's a variation of the appraisal/certification scam.
