Whats the best way to develop a site when you have no idea about the type of site

I want to develop justcheats.com or rpgtips.com
but i dont know anything about cheats or tips yet

I was thinking of partnering / hiring someone

i think using phpnuke may work so visitors can post there own tips / cheats

or maybe a forum?

Whats the best thing in your opinion?

for the cheats.. you can compile cheats from other sites.. most places do.
Also, you could hire someone which would help

I would try phpnuke or something similar, even a forum would work for these.

Compiling cheats would be best.. the rpgtip is kind of focused only on rpg games, so that's limited...

Yeah you could just copy off ask.com cos they have the cheats for basically EVERY game!
