To register domains you have to sign a paper agreement with them. Foreigners are allowed.
Registration fee is 20 USD + VAT, renew is 15 USD + VAT.
Some accredited companies register domains for 22 USD including VAT and below. AFAIK, the domain registration is not automated (hand set up).
Secondary market is not yet very well established but some domain sales are happened.
Third level domains .com.ru .net.ru pp.ru were free to register. The registration of those kind of domains is on hold at the moment.
There are some auctions and domain forums. The biggest auctio is auction.nic.ru (706 domains on sale at the moment). The auction deals only with domains registered through them
The largest domain forum pretends to be domenforum.net (658 registered users)
