Creating a forum- Need some Help & Ideas like- BEST WEB HOST FOR FORUM?

I've got a .com name I registered for the sole reason of creating a forum based on the subject of the domain name but I have no experience in doing anything like this. I'm probably the most unlikely guy to have a bunch o domain names since I have no website design experience or background.

Here's my understanding

1. Get Web host and the top contenders seem to be HostMonster, BlueHost and Yahoo? What about Godaddy?

2. I should go to scriptlance and have someone create the forum to my specifications using SimpleMachines.org. When it's finished they show the forum to me on their servers, I pay them half, they move the forum to my server and pay the rest of the payment?

* Am I even close?

Any webhost that offers php and mysql will be able to offer hosting for you. What you need to do is check to see what their uptime (to ensure their servers don't keep going down) is like and how fast you can download from the servers (this will demonstrate how quick sites will opwn etc).

There is really not much point in asking who the best host is because all you will end up with is a strew of responses that say "I run a host and we are very good". When choosing a host work out the sort of bandwidth necessary as well as how much space you will require (this will not be much). Avoid hosts that offer unlimited resources as well asunrealistic promises (such as 200GB of bandwidth a month and 10 GB of space for $1.95, you get the drift).

I personally would be reluctant to use scriptlance to get someone to build a design. Upload a forum to your host and take a look at the available themes for that forum. Work on it as you grow. As you are new to it you will be unaware what features you may need. These will become aparent as you go.
