Create a Spanish Website for me about Puebla in Mexico

Can you do the following for me:
I want to create Wordpress site on puebla.org to monetise the domain, which already gets some visitors:
I need you to:
Phase 1. Install Wordpress with the following plugins: Akismet, Yoast, UpdraftPlus, a caching plugin.
Phase 2: Once the site has indexed in Google:
Create the following posts/pages:
a. About, Privacy Policy in Spanish and English
b. State residents access this site because they want to make use of local government services.
I want four 500 word posts in Spanish to help them. These can link out to the relevant government websites. The topics for these posts are:
Gobierno del Estado de Puebla
Control Vehicular
Servicio Militar
Pago De Tenencia Puebla
Optional: c. Create a 1000 word article about Hotels in Puebla in English:
Optional: find a hotel affiliate who can be used to monetise this.
d. Add my adsense code to the site.

Please tell me how much you'd charge for Phase 1 and Phase 2, tell me how long it would take and give me examples of your work.
