Cost of PSD to HTML conversion?

Hi all,

I need a nice landing page done with my chat script integrated at the top of the landing page.

My plan is to offer a design contest or pay someone around $50 to $100 for a great-looking and simple PSD design, then pay someone to convert that PSD to HTML and plug in online.

My question is what's the level of difficulty and labor on the second half of that process? Converting from PSD to HTML, just a one page landing page. Possibly a second register/login page. A PHP cam script embedded at the top of the page which the PSD allows for.
