At the April 25th general meeting of the DENIC it was made public that starting next year there will be a 7 day "redemption grace period" for .de domains. That means that deleted domains will not be able to be registered seconds after deletion but that they will be in a type of quarantine The exact details of how it will work is still unlear. Also it is still unknown if there will be a "pending delete" phase.

There was no reason given for the change. It could be speculated that it has to do with the recent case where some insurance.

For people that own .de domains this is an improvement and should prevent accedental domain loss.

What changes for drop catcher and people that like expired domains?

Deleted .de domains are no longer going to be available from a small number of companies that have know-how and money. It looks like there will be a backorder system as with other TLD. You should be able watch domains in the redemption grace period. This should make the whole process a little bit more fair.

I don't really think this is a big surprise. The .de market has picked up quite a bit and there are probably more and more .de domains deleting these days. Drop catching will still be drop catching, only there won't be as many good domains catchable with all the backorder systems.
