If you don't reside in France, it may not go through? Some information I found:
To register .FR: Owner of domain must be a french company or must be a holder of a French trademark. If you cannot fulfill this requirement, some registrars can help you register your company/trademark in France, or they can proceed with registration to their company name in France and then make the domain available to you (a Trustee Service).
Please notice that if the .com.fr domain is already registered, only its owner has the right to register the .fr. For example if you want to register the domain abcd.fr but abcd.com.fr is already registered by someone else, then you cannot register abcd.fr (unless you are also the owner of abcd.com.fr, both domains must have the same owner)
- COM.FR: may be carried out by legal persons carrying French nationality, French residents and businesses/associations registered in France. If you cannot fulfill this requirement, we can help you registering your company/trademark in France, or we can proceed with registration to the name of our representatives in France and then make the domain available to you (trustee service), this last option is free of charge
Please notice that if the .fr domain is already registered, you cannot register the .com.fr.
