Hi Maquire, there exists .ca Restrictions, so no there are no registrars, you have to be either a canadian citizen or have business presence in canada.
However there are ways to go around this.
One way is a Trustee Service. Basically what this means is that, that a Canadian Citizen\Company registers the name for you under your own account but with their Contact Info (in case CIRA wants to check on the domain), you have an agreement with them for a fee and control the domain as if you had owned it, that i DNS servers etc..
Ofcourse this would not be for everyone, you would need to have, or build a relationship with someone reputable that you can trust. Plus the additional cost of a fee for the trust service might not be worth it in every scenario\ domaining strategy.
