Can you own domain names? Or "rent" them?

I am new to all this however have a few internet ideas in mind,
In terms of Buying the domain name, is it a monthly charge, or can you pay one price to "freehold" the domain name??
Also where is the cheapest place to purchase these?? i think im after a .co.nz domain name...?

It is a Yearly charge.
