Can you backorder a Redemption Period/Pending Delete-Restorable name?

If someone wants to backorder a domain name, can s/he do so if the domain
name is already in Redemption Period/Pending Delete-Restorable?

I had an almost-heated argument with a friend of mine about this and he
says they can't.

Yes, if you can't, you probably tried at somewhere like godaddy that only allows one backorder on a domain. This means someone there already has it backordered. Try another service and hope they win, or pay the $100+ fee to have it restored from pending delete-restorable if you owned it and it would cost more to get it in an auction.
