.tv Can transfer out or not?

For any domains where we paid a 1st year premium price then it's regular renewals afterwards, are we still locked in with the registrar we used still, or can we now transfer them out to anyone these days?

Once the initial 60 days after registration have passed, you should be able to transfer your .TV domain to another Registrar.

Actually, it seems once-off Premiums can't be transferred. Firstly DomainMonster told me it could, then I tried it and it failed. Then I emailed them asking what's going on, then they said Premiums can't be transferred.

premiums can be transferred only between registrars that hold premiums
Eg can transfer between name.com, ENOM, dynadot, hexonet
gd and domainmonster do not handle premiums

Tried to transfer from Dynadot to GoDaddy and got this message:

Your request to transfer the domain name {removed}.TV has failed for the following reason(s):

The registry rejected the transfer request due to an ineligible domain status.

godaddy does not support premium .tv as i wrote at previous post and anyway dynadot is far cheaper
