To my knowledge you need to be a Canadian resident (or citizen?) to register and own a .ca domain, just like .com.au is reserved for Australia-based entities or residents, .us is reserved for American citizens and residents and businesses, and .eu is reserved for entities and residents of the European Union.
Some registrars will offer a local address for foreigners wishing to register such domains, but keep in mind you're unlikely to be the legal owner, so you have to realise you may lose your domain if the registrar ever ceases operations or if the registrar ever stops providing an in-between contact for meeting the local address requirements. I wouldn't take that risk and opt for a domain you are sure to legally own. At most, if you have family or friends in Canada that you trust 100% you could ask them to use their address, but again: the moment the friendship would ever end, you're in trouble to remain the legal domain owner.
