question Buying domain that's a developed site?

Never bought a domain that's already a full site. Don't know if relevant, but domain is owned by someone in a non-English dominant country, but the site is fully developed & in English, could pass for very American. Pricing might be a deal, but don't know if I am over-analyzing or not considering something. Thoughts?
