Business.com PPC Program

Has anybody used Business.com for PPC?

If so, what are your experiences?
I am thinking about using them, but the minimum is .40 ppc and was wondering if they are as good as Google.

Minimum $0.40!? wow, now I know because what I so often see their ads in 10cent-PPC market.
