Banning the entire USA is easier than banning a particular state. I'd ban the USA entirely, get the domains back and then move them to a registrar that respects International law. I have a few thousand names at GoDaddy and I am getting ready to move them because of this issue.

I'd also take a look at Netcraft.com and run a search on KY.GOV. I would ban everything that is associated with KY.Gov. You can get a list of all Ky.Gov IP addresses here:

That link will show you that Ky.Gov is using: 205.204.132.139 owned by Netblock - Commonwealth of Kentucky Dept. of Information Systems. (governorsmansion.ky.gov is using 205.204.237.68; www,ced.ky.gov uses 205.204.186.36; kentucky.gov uses 205.204.237.65, etc...). Using this information, go to ARIN.net and find the Netblock range.

So automatically, everything in the range of
205.204.128.0 - 205.204.255.255 is evil and needs to be banned outright.
After that, I would suggest writing an email to each of the 100 government offices that are listed at Netcraft.com for Ky.gov with a return receipt. Using those emails responses from government officials, you can start to determine which IP address city officials are using. Ban each of these ranges too. Pay close attention to anything that has to do with the governor's office, attorney general, law or courts.
