Why not just get a domain + hosting and install wordpress? Would be more beneficial if you are looking to get money from the blog.

Try mine, look for it in the signature. Your blog will contain no advertisement, and you can always put your own adsense or advertisement on. You can completely modify your blog's template using html, xhtml, javascript, and etc... code. You can also mobile blog (using your cellphone to blog). There are ready templates for you to pick for your blog.

get your host, install wordpress and a lot of plug-ins..if that's what you mean
I don't get what you mean with paid blogging site, are you looking to pay for a blog owner to include your post? or are you looking to pay to own a blog (this would seem awful coz free is a lot better..)?
