I'm looking for a script to use on a WP blog. I'm trying to accomplish the following:

- users should be able to submit their blogs or make suggestions.
- Posts should be posted in their appropriate category with credit to the original blog.

Is there any such thing? Thank you guys!

Why don't you use Joomla. I think Joomla in its default settings let you make this. In WordPress You should have to enable a register module in a widget to let user login.

Agree with this.. , you can use Joomla with K2 component. With this component, each user can register, write articles, and has own profile page. Its like a writer community.

Or you can go with drupal and feeds / feedapi module. Just check dnclips.com. It is more flexible.
