Best method in terms of SEO when forwarding/pionting ?

I am shure this is not the first time the question was/is asked,
but I couldnt find a propper answer.

What is the best method in terms of SEO when forwarding/pionting
a domain to another site, and why ?

Example:
Main site "domain1"

Unused "domain2" (with PR, backlinks, traffic, etc..)

What is the best way in terms of SEO to setup domain2 ?
a) Simple forward to domain1 (no frame)
b) Frame forward with Meta tags set to domain1.
c) Point domain2.com to domain1.com

Use a 301 Redirect Only

RedirectPermanent http://domain1.com in you htaccess file (from www.domain2.com) or in your virtual host file

This directive makes the client know that the Redirect is permanent (status 301). Exactly equivalent to Redirect permanent.

If you look in google for 301 redirect you'll find plenty of examples on how to do it.
