if you found a dying from hunger homeless who agreed to work for 2 cents, then this does not mean that everyone will do this work for 2 cents.
making a website is not just about uploading wp files.
with 50-100 daily visits I charge 20 USD per guest post and can make at least 400-500 USD yearly
