.be will most likely never be popular except in Belgium where they most likely never will use english as a main language. Free registration in this case means no value IMHO, sorry.

I live in Belgium and I don't think a Dutch .be name has any more value as an english .be name... english influenced Dutch alot and almost everybody in Belgium speaks english...

But further I agree that these aren't that valuable

as a note: a bit more as the half of the people in Belgium speaks Dutch (Flanders) and the other half speaks French... and a very small part speaks german

No real value from a development POV IMO .... I'd prefer a 2 or 3 word domain with PPC / Affiliate value over basic non-used 1 word terms such as these
